What is a Comprehensive Plan?

All Cities in the seven-county metropolitan area work with the Metropolitan Council to develop a Comprehensive Plan. A Comprehensive Plan is made to best address how to develop its land, redevelop older areas, ensure adequate housing, provide roads and sewers, protect natural areas and meet other community objectives. The Comprehensive Plan is updated at least once every 10 years.

The Comprehensive Plan serves as a guide for achieving goals which are deemed most important by residents from feedback gathered through the planning process.
